Abstract (EN)

ABSTRACT Social security as an instrument has become a symbol of contemporary civilization owing to developing economic, social and political factors and has made our century in which we live a social security century. Social security is one of the most important instruments at implementation of principles and institutions of social state, social justice and social law. Three main social security administrations established in Turkey to provide social security based on insurance premium are the Social Security Institution (SSK), the Republic of Turkey Retirement Fund (Emekli Sandığı) and the Social Insurance Organization for Self Employed People (Bağ-Kur). The biggest of these institutions is SSK provided health service to 30 373 478 people according to 2001 SSK statistics. Today, SSK has many problems as other social security institutions have. The most important problem of SSK is fiscal deficit. Underground employment is the most important factor causing increases in fiscal deficits of SSK. The main subject of this study focuses on inspections carried out by Insurance Inspectors, which inspect on behalf of the board of insurance inspectors and inspect in respect of social insurance legislation. In this study, various inspection models implemented in different countries to prevent underground employment are examined and a model is developed for Turkey. VII
