Abstract (EN)

The Concept of Minimum Workmanship is a concept that explains how many people or at least how much work can be done with a work related to the work environment in question. It is not the first time that the concept of minimum old labor has been considered in relation to initial time planning. On the other hand, while trying to comply with the minimum workshop practice, it was also possible to lay the groundwork for the concept of fake insurance. The concept of fake insurance, which is used for cases where the insurance notifications made to the Social Security Institution are not based on actual work, and the minimum labor practice have turned into a complement or cause of each other. However, as we will explain in our thesis, the importance of the "audit" mechanism at this point and its practical applicability are important, since the concept of fake insurance is also in question due to the deficiencies in the implementation of minimum labor. As a result, in this study; It is aimed to prevent both informality and false insurance notifications by eliminating the shortcomings in the minimum labor practice and operating the inspection mechanism actively.
