In this study, it was investigated that how the SEA can be applied to five year development plans, which lead to politics and plans for all sectors in Turkey. Study was consisted of two main part. First, application steps for SÇD were made from the institutional point of view to determine the long-term environmental effects of development plans. In second stage, energy sector was investigated as an example. Fundamental planning issues which establish the energy sector politics were determined by exaniining the current status and evaluating the results which were derived from future predictions.
