The place of social housing in sustainable urbanization policies: Case of the Southeastern Anatolia Region

The study focuses on social housing produced by the Housing Development Administration in the case of the Southeastern Anatolia Region in order to meet the housing needs of the lower and middle-income groups. To evaluate the physical and socio-economic aspects of the sustainability of the TOKI (the Housing Development Administration) areas selected in Diyarbakır, Mardin, Gaziantep and Şanlıurfa, and to develop suggestions for the design of similar settlements to be produced in the future. In the first chapter social housing policy and practices in the world and in Turkey in the historical process summarized in general terms. In the second chapter, international literature on the concept of social housing and the studies on the sustainability framework of the housing produced by TOKI that is the social housing practitioner in our country, have been evaluated. In the third chapter, literature review, field study, Geographical Information Systems, questionnaire technique and evaluation form, which are designed to reveal the physical and socio-economic sustainability dimensions of four study areas, are explained. In the fourth chapter, the concept of social housing in the world and social housing policy in Turkey, sustainability in the context of public housing in the planning and design principles, urban design and housing policies of the Housing Development Administration have been explained and findings on the physical and socio-economic sustainability dimensions in Diyarbakir Memur-Sen, Mardin Nur Neighboard, Gaziantep Karataş and Şanlırfa Akabe have been established. In the last chapter, the results of the four study areas are examined within the framework of sustainability principles, and recommendations are made for future TOKI applications.
