Özet (EN)

After the Cold War, International interventions based on humanitarian aid in cases which experienced gross human rights violations have caused considerable debates. In 1990's, humanitarian intervention examples which were or weren't applied have leaded to convey to peak point this discussions. Responsibility to protect report that aims to ending this discussions issued in 2001. Responsibility to protect (R2P) have originated from Western intervention conception. R2P became norm with unanimity in Security Council in 2006. R2P primarily aims to reach "responsible sovereignty" instead of classical sovereignty. R2P also aims to powerfully answer to human rights violations by creating alternative judgment movement when the Security Council couldn't make a decision. Accordingly, R2P's first practice became for Libya in 2011. R2P has six basic principles such as right intention, last resort, proportional means, reasonable prospects, just cause and legitimate authority. R2P have also gave mission responsibility to prevent to international society for peaceful resolution before military intervention option. Finally, in the conclusion part, the study reached to the following results: R2P's conditions arise in Syria Crisis; R2P doctrine hasn't legal deficiency and the most important of states in taking intervention decision is their own interests.
