During Tanzimat period, the Ottoman Empire has been in the process of restructing in Law are as well as in other areas. Within this process, the rearrangement and being changed structurally for the institution of Muslim judgementship (Kadılık) has become mandatory. Even though Ottoman Sultans have resorted to chasten and regulate these institutions by enacting a sort of circulars when Ottoman Sultans inherit the throne until the Tazminat period for Muslim judgementship (Kadılık) and regentship (Naiblik), they could not be able to avoid those incapable and poorly trained people to be entrusted with these tasks. Due to this reason, the education of Qadi and regents has been raised. The one who first raised the idea of the re-training of Qadi (Kadı) and Regent (Naib) candidates Hafidi Mehmet Arif Efhendi who is one of the s during the Tanzimat period. Sheikhulislam Arif Efendhi prepared The Constitutions of Granted Ranks of Muslim Judges' (qadi) and Regentships' dated 1271 (1855) and presented to Tanzimat Council. The idea of opening a school was raised for the first time in this Parliament, for the training of Qadi and Regent candidates and the name of it was decided School of Regentship. This proposal was approved by Sultan Abdülmecid and began its education on August 16, 1855. However, by the arrangements conducted in subsequent years the name of the school has been amended three times as Mekteb-i Nüvvab (Ottoman School of Regentship), Mekteb-i Kuzat (School of Law) and Medresetul Kuzat (Ottoman School of Law). The training program has been revised by the amendments made in 1883 also for the Mekteb-i Nüvvab the most extensive schooling change was made on January 3, 1914. The school was interrupted by the start of the First World War, even though by the end of the war it is re-opened, it was closed in 1924 again after the proclamation of the Republic.
