Terrorist organizations carry out their activities in accordance with their ideologies and struggle to form a state, whereas terrorism is still a problem for the world. The concept of international terrorism formed after the September 11 attacks and thereby terrorist organizations' winning of identity in the international arena has led to a change of the viewpoint to the terrorism. The development of technology has made terrorist organization to get power that a country cannot fight alone due to the resources and equipment owned by the terrorist organizations. Therefore, the thought of fighting against terrorism internationally is generally accepted. Turkey was influenced by terror in every time because of its strategic location. Turkey has become the focus of terrorist attacks conducted by DEASH terrorist organization which operates in the region after the Syrian crisis, and PKK terrorist organization after the solution process. This study reveals the fact that PKK terrorist organization has the strategy of establishing a state while determining the organization's structure and ideology. In this context, the possibility of forming a state for those terrorist organizations is evaluated.
