Gender responsi̇ve budgeti̇ng

Gender responsive budgeting is a kind of budgeting approach which equally and fairly meets the needs of men and women and distributes their obligations likewise. Gender responsive budgeting does not demand a different budget only for women. It also considers the different needs of different groups. In addition, gender responsive budgeting claims that the public sources can be used equally by the whole society. The budget system changed many times until today since the needs of societies changed. The common side of all budgeting systems is to provide the public interest, collect revenue and spend them in order to reach the most efficient result. The budgets providing the balance between the revenue and expenditure are used as means of the implementation of social policies. The construction of new reforms in public administration has been started owing to globalization and developments in the science and technology. Gender responsive project is one of the reform subjects which is prepared to provide more efficient public service. The first country whose budget includes the arrengments about gender is Australia. After that, these kind of studies increase all over the world. In Turkey, some social, political and economic reforms are applied in order for a member of European Union. Turkey's EU process requires many changes in education, health, justice systems and human rights. In this process, protecting women rights, increasing the statues of women, preventing gender inequalities can be possible thanks to gender responsive budgeting. Because of that reason, gender responsive budgeting has an important role in the social, political and economic arrengment. In this study, firstly the concepts of budget and social budgeting are defined. After that, gender responsive budgeting and its implementations in the world are explained. Lastly, the implementations of gender responsive budgeting in Turkey are analyzed.
