Analyzing inspection subsystem of Turkish education system and developping a model proposal

There are some problems within Turkish education system and one of these top-leading problem areas is the current and desired status of inspection sub-system. In other words, it can be stated that Turkish education inspection system has been reached its final and desired position mainly being planned during various official platforms such as "National Education Summits" and discussed in both academic and political bases. The main motivation for this study is to analyze inspection sub-system within its current status and develop a model proposal for future. So, firstly historical development of our inspection has been defined to reveal our country's experience on related topic. Then, by means of taking teachers', school managers', inspectors' and scholars' views on current inspection pratices, both positive and negative sides of inspection sub-system have been revealed. Finally, by considering on-going inspection practices of succesful countries prior to international benchmarks such as PISA, TIMMS and PIRLS an inventory has been prepared to develop a new model and so that with regard to these findings from inventory and rest of the study a model has been developped. Mix-method study model has been used to reveal historical developmet, define current inspectional practices and develop a new model. Study group for this study consists of teachers, school managers, inspectors and scholars from different cities of our country. The data have been collected via literature review, semi-structured interviewing form and model developping inquiry. So that, deciphering inspection sub-system of Turkish education system in an holistic approach, analyzing current practices and developping a new model on which stakeholders can easily agree have been aimed. Prior to the findings of this study; it can be stated that there has always been a search for reforms on inspection system since the early attempts Ottoman period. Moreover, in top-leading countries prior to international evaluations, pedagocical aspects are given extra attention while other factors such as school budgets, equipments and pysical conditions are given to local authorities' responsibility. Especilly, in political strategy documents such as 2023 Vision Statement a search for effective inspection system to support school development, multiple data sources and dividing inspectors in suitable roles have been discussed. The findings from interviews have shown that teachers and school managers have a negative point of view against inspection; however, qualified inspectors are accepted as vital in a desired inspection system. At the end of the study a model proposal inquiry has been prepared and data from a larger study group has been collected to reach a new model.
