Abstract (EN)

INDEPENDENT MANAGEMENT AUTHORITIESAND THE SAMPLE OF BDDK, IN FRAME WITHTURKISH PUBLIC MANAGEMENTABSTRACTIt can be mentioned about a new world order coming to 1980?s. In this order, themain factors are the development of technology and communication, the changes on thestructure of production ana generally the processes which called the globalization. In theperiod of narrowing of the state activities which is named generally as privitization ,aim of healty execution of regulation and control functions in areas which requiresspecialty and withdrawal of state results in independent and impartial institutions fromboth politics and interest groups.So there is a new popular structure in the world which is called the independentadministrative authorities. These institutions are established for minimizing the effectsof the political power on some fields, which are described as the sensitive fields ofpublic life and for regulate and supervise the sector after the privatization of the naturalmonopolies. Generally, it can be said that these institutions have some authorities andfunctions as regulating, supervising, sanctioning, inquiring and mediatoring. On theother hand, these institutions may have original structural and functional characteristicsbut they don?t have full homogeneous properties, as well. In other words, in differentcountries there can be different structures or in the same country there will be differentstructures.It is a discussion that independent administrative authorities statutes within theTurkish public administration. But it is a real that the independent administrativeauthorities couldn?t be controlled by hierarchical or wardship, and they are independentfor their actions and operations. However, this independency isn?t an absoluteindependency and it can be possible to supervise by legal or financial aspects.BDDK is an example of independent administrative authorities. Its aim is to solvethe problems in vulnerable banking sector and overcome appearing risks because of thisproblems. In the last part of this study, operations and structure of BDDK is tried to beexplained.Yazgım DEMİR
