Analysis of costs and the action at Turkish housing development sector:A compared analysis of housing development administration of Turkey, the local anministrations,cooperatons of housing and the private sector

This study which analyzes mass housing projects, tries to demonstrate the situation ofthe housing sector in Turkey on the basis of supply and demand balance, housing problems,housing policies, house builders and the boundaries of Etimesgut municipality. The unit costof the housing and apportionment of producer groups for the next decade are estimated withreference to the findings of this analysis.The introduction begins with the definition of housing and then he housing shortage,which is an important problem for turkey, is tried to be explained on the sub-sectoral basis.In the first chapter the house producers are analyzed separately and with regard totheir relation to each other; and in the light of the findings, classified under four headings: TheHousing Devolopment Administration, Housing Cooperatives, Local Administrations andPrivate Enterprise. A detailed examination of the supply and demand relation in housingsector is made by explaining the reasons of the need for a supply and demand balence, and thehousing policies according to the years and periods.In the second chapter, m² unit cost of the housings built by the producers in Ankara,Mamak and Etimesgut districts, in the years of 2004-2005 is calculated on the basis of sellingprices, and the resuls analyzed comparatively with the m² unit cost determined by theMinistry of Public Works and Settlement.In the last chapter with a comparative analysis of activities and the groups in thehousing sector in order to estimate the next ten years of the sector. In opposition to theexpected the findings point out that Housing Development Administration is going to remainas the most important participant in the sector.
