Abstract (EN)

Throughout their lives, people face many dangers such as illness, disability, unemployment, old age and death, and they want to eliminate or reduce their impact, and live without needing others. The idea of social security has emerged as a result of these needs of people and has become an institutional structure in time. Unemployment insurance, which is one of the building blocks of social security, is a system applied to secure the individual against unemployment risk, compensate for loss of income and live in dignity in society. Unemployment insurance is applied in different ways in each country. Differences can be seen in subjects such as the types of the program, the people who will benefit from the program, the resources of the fund, and the conditions to qualify for unemployment benefits. Unemployment, which is the main problem of our age, is a sensitive issue that should be emphasized. For this reason, in our study, the development, structure of the Turkish social security system, and unemployment insurance within the social security system were examined and discussed in detail. Key Words: Social Security, social policy, unemployment, insurance, unemployment insurance, unemployment benefit
