İngilizce: Facility location of infrastructure maintenance and repair facilities using mathematical modeling techniques: A case study for local water management authorities

Facility location selection is one of the critical factors that determine the overall performance of the supply chain and plays a direct role in logistics costs. This process represents a complex and strategic decision-making mechanism that shapes the profitability of businesses in the long term. The facility location selection problem encompasses not only private sector facilities such as warehouses, logistics centers, and stores but also public service points like schools, hospitals, and fire stations. Metropolitan municipalities are one of the institutions where facility location selection is of great importance. With the enactment of the Metropolitan Law, municipalities began providing infrastructure services to districts outside the city center. To effectively meet the needs of district municipalities, they are required to enter into a comprehensive restructuring process.In this context, the study addresses facility location selection for infrastructure maintenance and repair facilities at the metropolitan scale using mathematical modeling techniques. The research proposes classic and a fuzzy FUCOM-based p-median facility location models. In this model, the weights of the decision variables used in the objective function were determined using the Fuzzy FUCOM method. Using this method, the weights of four main criteria were identified. Then, for the province of Adana, the classic p-median model and the fuzzy FUCOM-based p-median model were applied to 15 candidate facility locations.
