Performance evaluation of state universities established in Turkey in 1992, by data envelopment analysis method

In our country, 1992 has a very important position with regards to the development of the structure of Higher Education. In 1992, 24 universities including 1 foundation university and 23 public universities from each geographical region of our country were included in the structure of Higher Education. To be able to develop qualitatively as well as this quantitative existence, it has performed activities with the budgets given by the state and with its own revenue, thousands of students have been graduated, academic staff has been trained and academic activities have been performed. It is not possible to measure the efficiency of higher education institutions by examining the digital input and output values without any operation. Therefore, in this study, considering the 23 public universities founded in 1992 in Turkey on the same date but in different geographic regions and different cities, it has been attempted to determine to what extent these universities worked efficiently compared to each other with the input and output vales they used. Within the scope of the study, the data included in the 2015 official activity reports, which were announced to the public by the universities in 2016, and urap reports were used. İn the scope of this study, data envelopment analysis, the nonparametric technique, which aims to conduct relative efficiency study and provides insight, has been used. As a result of the study, eight university were no effective. This üniversities relative efficiency analysis of these universities have been performed and evaluations have been made regarding the ways in which they are not effective in terms of input and output values and the ways required to be efficient. Effective and if unutilized capacity has emerged to protect the current level of efficiency, assessments pertaining to the unutilized capacity would be made, growing-decraisng-constant profits status was examined.
