Abstract (EN)
The bipolar system after the Second World War; after the collapse of the Soviet Union, a unipolar system emerged. In the last few decades that we have left behind, with the weight of some states and international organizations in the international system, the face of global politics has begun to appear as multipolar in terms of structure and actors. Changes in the international system have forced international actors to keep up with these changes. The emergence and transformations of the European Union and the emergence of the Shanghai Cooperation Organization are examples of the global dynamism's keeping up with the forced change in the political arena. In determining the future steps of states and international organizations as actors, it has emerged as a requirement to evaluate the actors together and separately. In this study, Turkey's relations with the Shanghai Cooperation Organization, which has been on the rise in recent years and whose relations with the European Union are progressing routinely and the membership process has not been concluded, will be examined and the alternatives of the two organizations to each other will be evaluated for Turkey. The study consists of four parts. In the first part, the concept of international organization is included in order to better understand the EU and SCO as an international organization. In the second part, the establishment and institutions of the European Union; In the third part, the establishment and institutions of the Shanghai Cooperation Organization are given. In the last part, Turkey's relations with the EU and the SCO were evaluated under political, economic and socio-cultural titles.
