Özet (EN)

The main purpose of this study is to compare the regulations on the protection of personal data in Turkey and the European Union and to reveal the similarities and differences between the regulations. In particular, in line with the regional scope article of the General Data Protection Regulation, it is to investigate how much the cross-border effect affects the legislation and practical life in Turkey within the scope of international private law rules. After giving the concept and history of personal data in detail, the study examined the current legislation in Turkey and the European Union, provided guidance on how to resolve disputes arising from personal data within the scope of international private law rules and which law should be applied. The study put forward the views on the possible consequences of the cross-border effect of the General Data Protection Regulation and touched upon the jurisdiction of Turkish courts and the recognition of foreign court decisions in line with the rules of international procedural law. It has illuminated the concept of protection of personal data in theory and practice, together with some specific judicial decisions.
