Delivering service of municipalities in Turkey: Social municipality an example of Kutahya Municipality

Turkish Local Administrations and Centralized Managements have quite important roles on delivering services to public. In the local administrations, Municipalities has the most important roles. Municipilaties are public institutions that have to care about people's needs who live in towns and cities. In this study, delivering services of municipality of Kütahya is investigated. Social State Principle that has located in 1961 Constitution as first. With social state principle state, protecting people from undesirable conditions together taking care of people that can't live by themselves. Municipalitys become shape social municipality, this is tried to explain on social municipality development and advantages of it to people living in towns over Kütahya Municipality. The first part of this study deals with structure, duties and authorisation of the municipalities, income and expense of the municipalites, delivering services and services and profit sharings between centralized managements and municipalities. In the second part; social State that has appeared in 20th century is defined and focusing on the smallest part (social municipalitiy) of the Social States. In the last part; Kütahya Municipality's practises that are done by respective departments are given as examples.
