Abstract (EN)

In a few words, information is all of the phenomena obtained by effort through learning, research or observation. It is necessary to make information a focal point in order to become information society today. Developed societies have begun to become adapted to a new formation using the concept of information society. The most important feature of information society countries is to produce their own technologies, and these technologies are used in every field. The purpose of this article is to investigate the utilization rate of information and communication technologies for personal communication use and to make predictions about the future using one step stochastic Markov chain model. Internet usage rates for 2018 and the following years were estimated by using the data set of five categories taken from Turkish Statistics Institution for the years 2004-2017. A Markov model was created for the estimation of each category. The matrices of transition probabilities for each model are determined, and probabilities of realization in 2018 are estimated. Internet usage rates are estimated by multiplying the initial probability matrix and the transition probability matrix. Limit matrices of the estimates are found.
