The phenomenon of crime, which is as old as the history of humanity, is a general problem that is seen in every part of society. Crime is not specific to any country or society; on the contrary, it is an integral part of life and civilization in all countries and society in all periods of history. Over time, only the quality and quantity of crime change. It is witnessed the number of children has increased in recent years when committing a crime in Turkey. This situation necessitates the investigation of juvenile delinquency in terms of Turkey. Juvenile delinquency is a sociological phenomenon because it contains social factors rather than a legal phenomenon. Children living in detention and convicts in juvenile education houses and penitentiary institutions have the potential to communicate and interact with each other and with other related persons, life experiences in institutions can affect and even change the life of the child completely and possibly in a whole age. Especially in the school age, it is understood that the children in the mentioned institutions get the distance they received from their educational lives or how they have passed a training process, and what educational gains they have achieved and in the future, how they are trying to make a way for them. Based on the recognition that the right to education is a fundamental human right, it should also apply to people in penal institutions. Specifically, it is the reason for this study to remind the educational needs of children in juvenile education houses / penitentiary institutions and to remind them that everyone is responsible for fulfilling these needs. In Turkey, evaluation of the training offered in juvenile education houses / penitentiary institutions in terms of institution teachers and arrested / convicted children constitute the study area of this research. This process is tried to be understood within the boundaries of crime and education sociology. In this context, a survey was conducted with 280 children selected from children who have been arrested and convicted in the Juvenile and Youth Closed Penitentiary Institutions and Juvenile Education Houses in Ankara and Istanbul. Also, interviews were made with 8 institution teachers working in these institutions. As a result of the data collected from the available primary and secondary information sources and the interviews, the general appearance of the children staying in the children's education centers / penal institutions in Turkey, the current state of the education services offered, the faulty and deficient aspects of the practices were revealed, and suggestions were made based on the findings obtained as a result of the research.
