Abstract (EN)
ABSTRACTFounded in 1865, the Otoman Empire, ?Young Ottomans,?creating the foundations of this period, the first serious opposition movement,the second most important opposition movement,the Turkish political history of the ?Young Turks?has created.Legal Esasi in 1909 with the various political parties and the number of societies has increased rapidly and so the transition to multi-party system was the first time in the second constitutional period.Even though the process of multiparty system beginning with the second constitutional term underwent from a remission between the years 1939 and 1946, the movements of freedom and democracy blowing all over the world after the second world war had political influence over our country and it forced Turkey to pass into the life of multiparty system.The elections of 1950 on the 14th May made an end to the administration of seven yeared single party era, and the foundation conditions of the Democrat Party that came to power by free and democratic elections were defined by the world conjoncture and the iner Dynamics of Turkey within this term.The Democrat Party that came to power in the year 1950 with the general elections and thus played a crucial role in Turkish political life, in 1954 lost some power due to some inner and outside problems, next after the elections held in 1957 particularly the pressure of the oppositions, the party?s not being able to find a solution to the inter-institutional problems caused societal conflicts.Opposition to the ruling of a conflict in relationships is always in this last phase (1957-1960) the political-military, economic,social and foreign policy in the social-negative by the opposition,is now coming to be expresse more loudly,almost anew political crisis in the ruling-opposition relations gave birth. Indeed,the laws of the period that clearly shows the impact of this political crisis,the political deadlock over time brought.İn short within each three terms of the Democrat Party, the relation between the governing party and the oppodition party lasted in a severe atmosphere apart from some mild conditions.Key words: Governing party - Opposition, Democrat Party, Republican People?s Party, The law negotiations, XXIII.
