Social security and social policy advices in the context of the foreigners working in home care services in Turkey

Home care for older, sick, disabled or children, which is encountered throughout the social life of human beings, has been generally done by women. Industrialization, urbanization and demographic change increase the participation of women for the workforce, and thus the home careshould be done by some others. This need is satisfied informally and if live-in domestic workers are requested, those would be the migrant women who immigrated due to economic crises, social and political disturbance, infighting and civil war, political pressure, natural disasters and mass violence. The aim of this study is to compare countries' examples and international regulations with the Turkish national legislation in one hand, while to identify and evaluate the problems of migrant domestic workers problem in the field and to develop possible policy and implementation advices on the other hand. In this context, in the field research of this thesis, with the snowball sampling in-depth interviews are made with 36 foreigners who are working in home care sector in Ankara. According to the results of qualitative analyses, it's identified that migrant domestic workers generally work informal, full-time and live-in in addition come to Turkey for earn much more money. It's detected that average daily working time of those workers are more than 17 hours but their monthly salaries are relatively less regarding to their working hours. Most of the interviewers don't have health insurance, take medicine from their employers, and bring medicine, vitamin pills and herbal tea from their home country. The interviewed migrant domestic workers are satisfied with the working conditions with respect to provided opportunities and salary, but they wanted to work with social security assurance and registered. In the context of the findings obtained in the field research where semi-structured in-depth questionnaire is used, many advices are proposed for migrant domestic care workers in Turkey under the titles of legislation, access to health services, social security, organization and accurate information. This research, which was carried out by using the point of view of the migrant domestic workers and basing on their faced problems, is important due to its approach including a holistic perspective and proposed advices of social security and social policy.
