Abstract (EN)
Concerning with the order of social relations, the most basic principles about defending value that we own today are the principles which we called the basic human rights. In historical process, the great success which is certified about human rights struggles are the awareness of necessity about human rights and its acceptance. But, guarantee the human rights in the constitutional state understanding, establish in democratic systems, make institutions functional and without forgetting that the people who protect the rights are the ones. The struggle abut bring up the people who have ethic responsibility is still the main problem of or age. The aim of this research is, to see haw law and political decisions which were taken in the process of forming institutional edifice in Turkey about human rights can protect the value of people, the institutions which are formed to aim to protect the value of human and to certify the human?s possibilities, trying to find how they reflect their aim of establish to their practice level, and trying to find out how civilian community foundations can join human rights association process. In this research, the edifice of the institutions that are established to protect the human rights in Turkey and the claim about to support the resist of infractions, their responsibility of examine the administrative quality principles, it is argued that the ideal qualities which are associated with them in theory can be carry out or not pratic. In the constitution of Prime Ministry Human Rights Presidency as the research space; Antalya province and district human rights institutions were chosen as an example among the province and district human rights institutions which were established in 81 provinces and 850 districts, the aim of the commission, it?s edifice and it?s working are made an examine subject. With the survey technique which is applied to the members of Antalya province and district human rights institution, the function of the institution is questioned, the findings and solution techniques are discussed and talked about the offers it can be said that this research reached it?s aim.
