The social welfare activities of the public spitired non- governmental organizations aiming social welfare in Turkey

Struggling with social problems in the social field is only possible with the effective struggle of many actors, especially the state. Non-governmental organizations are also among the actors in the struggle process. Associations and foundations from non-governmental organizations are encouraged by the state to take part in the fight against social problems such as poverty. In this context, some privileges such as public benefit status and tax exemption are provided by the state to the organizations. The purpose of privileged practices is to ensure the effectiveness of social welfare activities of non-governmental organizations and to expand the scope of activities. Therefore, non-governmental organizations for social welfare and their Social welfare activities are in a position worth investigating. This study was carried out in order to determine the effectiveness of social assistance activities of non-governmental organizations working for the public benefit and the position of these activities against the social welfare provided by public institutions in Turkey. In this context, a literature review was made from printed and online data sources. According to the comparison result, it was observed that the amount of social welfare expenditures of non-governmental organizations was 53% of public social welfare expenditures in 2021. When the Kızılay is not included in the comparison, it has been concluded that the expenditure amounts are 2% of the public social welfare. A significant part of the social welfare expenditures of non-governmental organizations consists of expenditures for abroad. In addition, the majority of the non-governmental organizations that are the subject of research are religious belief-based organizations. It has been observed that the number of non-governmental organizations with public benefit status and tax exemption is insufficient in Turkey.
