Accord of the credit analysis and intelligence working to Basel II standards in Turkey and a survey application on participation banks

Abstract (EN)

Lots of banks in European have started to accord Basel II standards since Basel II standards issued in 2004. Application of Basel II standards have accepted to European acquis communautaire in 2006 and it cause to be necessity to accord Basel II standards for European Union?s candidate countries like Turkey. In Turkey, application of Basel II standards, which defined as trying to increase resistance of banks against financial crises, has delayed to unknown date in 2008 because of many economic, legal and politic factors. But for Turkey application of Basel II standards is still a necessity as an EU candidate country. Although Basel II standard known as criteria about minimum capital requirement (MCR), it has many wide and deep effects to all banking activities. For instance credit process methods, credit process chancing has many considerable affect to Turkey?s banking sector. Basel II standards advice using the rating system for making decision of credit limit, credit price etc. The credit decision is given by the credit analysis and intelligence (CAI) working in present day in Turkey, but there are not much research about CAI working importance, according of Basel II standards and CAI?s workers perspective of rating system in the literature. This research tries to appear; CAI working for credit process, which is the important process of banking system, CAI working resources and according of CAI process to Basel II standards.In this context this study base on, survey results from 83 CAI workers who work 4 Participation Banks in Turkey. According to the survey there are no considerable differences between CAI process and rating process, which Basel II?s advised. It is the one result of this survey that the financial data and statements about firms are the most important criteria for rating system and CAI process. The other result shows, CAI workers don?t trust financial statement enough and it cause decreasing confidence of new rating system. The other result shows that banks? have less and not quality enough training activities about Basel II standard. There are mention more about this study?s result at the conclusion part and trying to contribute to future studies.Keywords: Basel II, The Credit Analysis and Intelligence, BIS, Credit, Risk, Capital, SMEs, Participation Bank
