Abstract (EN)

Water is a remarkable phenomenon in terms of international policies in the 21st century. Rapid population growth and technological innovations increase water use. In addition, global warming and the increase of environmental pollution reduce water resources. Therefore, governments attach importance to water policies in order to benefit from water, protect water resources and store water. The most important problem in water policies for states is the sharing of water resources. Commonly used and transboundary streams are among the primary disputes between states. The absence of an international legal norm for the resolution of problematic transboundary streams deepens inter-state disputes. States use some doctrines regarding the use of transboundary rivers. Although these doctrines do not have an international legal counterpart, they show the attitudes and intentions of states in using transboundary streams. Turkey, contrary to popular belief is not a country that is rich in water. Turkey is in the category of countries suffering water shortages by 1500 m3 amount of water per person per year. In addition to this, Turkey is sharing the rivers in the Middle East is one of the most problematic areas regarding access to fresh water. Euphrates and Tigris rivers serve as an important water source and storage for the Middle East. References to the Middle East to take these flowing rivers from Turkey, the countries of the region and the country provide water to meet the needs of the development of agriculture and industry. Turkey, has focused on regional development projects planned in the 60s. Within the scope of these regional development projects, in order to benefit from the Euphrates and Tigris basins, the Lower Euphrates project and then the Southeastern Anatolia Project were brought to the agenda. ensure the development of the province and the main purpose of the project is to meet Turkey's energy needs. countries in the region together with the realization of this project, Turkey, Syria and Iraq to hold water has been charged with. Turkey, Syria and Iraq are chosen to correspond to the consensus response and the two countries have legal agreements. The aim of this study is to investigate the problems of water use between the states sharing the waters in the Euphrates - Tigris basin in the Middle East, which is one of the most politically and militarily sensitive regions in the world, to examine the works of international law and some organizations, evaluate and down on the table in this direction is to convey Turkey's solutions to Turkey's overall water policy.
