Unifying of social insurance institutions in Turkey

This exploratory study aims to discuss the unification of social insurance institutions including Sosyal Sigortalar Kurumu, Emekli Sandığı and Bağ-Kur. Simply stated, the meaning of unification has three basic reflections: Unyfying the social insurance institutions under a uniqe ministry; unyfying the social insurance institutions under a uniqe social security institution; liquidation of social insurance institutions and constructing a new social security munition. As well as the evaluation of unification which is proposed as the way of being crisis prone; we suggest a new social insurance unification model through recycling current system and its problems. Before the construction of the model unifying social security institutions; the general structure of Turkey's social security system and the social insurance institutions, SSK, Bağ-Kur and Emekli Sandığı legal, administrative, financial and supervisory structure has examined; from this point of view, social security and insurance systems' analysis has been made. As a result of this study, in regards of unifying social security institutions under an umbrella structure, deficiencies in the Turkish Social Security System are considered, and liquidation of existing institutions are recommended for the purpose of establishing a new unifying structure, and the benefits of the new model are analyzed.
