One of the pioneer of social politics in Turkey Prof. Dr. Orhan Tuna

Prof. Dr. Orhan Tuna was among the first Turkish founders of the Science of Social Policy in Turkey. With this awareness, he devoted his academic life to social politics which started in 1938 at Istanbul University and made efforts for the development, sustainability and learning of social politics by all segments of society. Tuna, as a successful academician, has shown the science of social politics which he deems necessary in order to ensure social welfare and social justice in society and has lived in practice as well. In 1948, they founded with Gerhard Kessler; Social Policy Conference which is continue as magazine today, it was our first series of articles on social policy in Turkey of Social Policy Conference series. This is one of the most important contributions of Tuna have made in this field. As a pioneer in the establishment of Turkish unionism, Tuna not only contributed to the union literature, but also made great efforts for the development of Turkish unionism, raise workers' awareness and the development of equipped union leaders. Tuna is a scientist who considers social justice, social democracy and equality as the basic principle in his works which is relative with social politics and all the fields of science, also in his private life and thinks that social peace can only be achieved through these basics. It is aimed with this study to reveal Tuna's effect on development of social policy as a pioneer in Turkey. The study consists of three parts. In the first part, Tuna's family, educational background and professional background which is about half a century are explained. In the second part, Tuna's social policy approaches, his views and thoughts on this field are examined and explained in titles. In the third chapter, the contributions of Tuna to the field of social politics are explained and the problems he observes and solution suggestions are presented.
