Abstract (EN)

There is a part of people identified as poor in the countries which income distribution couldnt be achieved fairly or low. In every country, poverty becomes evident with the effect of an unfair income distribution system. Whenever fair income distribution situation falls behind, the income difference between rich and poor increases in the community.At income distribution; occupational status, educational level, commercial talent and others like to prove her or himself opportunities are also effective. Because of this, social state concept steps into the communities. In the frame of social relief system, supports are provided for those who do not hold these conditions. It is expected that these supports create reducing impact on the income difference between poor and rich in the community.However, the social welfare systems are not applied very effectively in the world. The main reason for this is; because the current governing bodies do not consider this field of activity as their priority task. In the countries; Departments such as Finance Ministry, Education Ministry, Health Ministry are established and concerned private institutions have formed. Internal and external policies are generated on these and similar basic service areas. But these studies which arrange income justice and develop policies in this respect are not carried out independently. In every country there are Social Welfare applications perceived as secondary importance to the existing system. However, they are not considered enough important in the real life.Each country is carrying out this business through a spiritual policy without feeling an obligation. However, fight against poverty should be their priority target. Poverty prevention policies should be a development project supported by all ministries. Because, if the welfare level of all individuals are high in a society then this increases the welfare level of all community. If this fight is not given, it is going to prevent to become a developed community. Developed economies grow bigger through the contributions made by the high income level people. The share of poor people, who doesnt have ability to make contribution, is vanishingly low. Accordingly, we can reach to this conclusion : ?The countries develop in line with the increase of incomes of the rich or in line with the extent of growth rate of income difference between the poor and the rich?.Because the social welfare system in Turkey, which could be named as attempt to minimize the inequitable income distribution, has not been structured systematically, it operates as inadequate and disorganised. Because of this, sometimes waste and lack of resources in this structure is observed.It is targeted to eliminate these complications by trying to develop a model which can solve this problem in the Social Welfare System. The realisation of the ?Continuity in Growth? core, which is one of the common problem in every country, is related to poverty. For this reason, it is required to provide the basis of ?Continuity in Reducing the Income Difference? for the prevention of poverty. Depending on the income level of communities; when the share taken from the national income is seperated as to regions, sectors and occupational groups then it could become possible to interrogate the income justice. Within the frame of these basic issues and in line with the planning of fight against poverty policies, a model proposal has been prepared.Keywords: Poverty, Social Assistance, Social Risk, Social Protection, Social Work, Social Justice
