Analysis of parliamentary system in Turkey, and presidential and semi-presidency systems in the context of participatory democracy concept

In this study, analysis of parliamentary system in Turkey, presidential system in the United States and semi-presidency systems in France in the context of participatory democracy concept was studied. A large majority of today's democracies are governed by representative democracy. The people are choosing only the representatives, and after the election they are not included in politics. In this case, the politicians remember the people at election times, after the elections, bureaucracy, tutelage focuses and external forces push people's desires to the second plan. Participatory democracy does not oppose the execution of the administration through the representatives elected by the people but it wants the administrators after the election to fulfill the open, transparent, accountable government activities that can respond to the requests of all the people who voted or not vote. This increases the importance of the participatory democracy model. In the thesis, the concept of democracy and its origin, models of democracy, participatory democracy on the basis of the US presidential system, semi-presidential system of France, and Parliamentary System in Turkey was examined. In the thesis; qualitative research techniques such as literature research, observation and interpretation were used. According to the results obtained in this study, in the examined government systems, many important results about the constitutional bodies, and the effects of the people's decision-making processes are obtained in the frame of participatory democracy. This reveals that all the governments that claim to be democratic today should have the qualifications of participatory democracy and at least reassess them. The strengthening of civil society, the creation of critical areas for governments and the transparency of governments as much as possible will contribute to the positive development of participatory democracies in relation to the people of the state.
