Özet (EN)

One of the most fundamental requirements of the democratic state of law is that the judiciary must be independent in order to fulfill the duties assigned to it by the laws, especially the Constitution. It is undoubtedly dependent on the existence of independent and guaranteed judges who perform the judicial function. Principles of independence of the courts and the principles of judicial assurance have been accepted from the most basic elements of the rule of law. These guarantees, which are recognized by the judiciary, are guaranteed at the constitutional level. In order to ensure these principles regarding judicial independence, the appointment, appointment and personal affairs of the judges must be fulfilled by an independent committee. In our council, the Judges Prosecutor's Board is a very important position for the independence and impartiality of the judiciary. In the first part of our work, judicial independence and objectivity, elements and historical development process are examined. In the second part, the history formation of the Judges Prosecutor's Office and the changes made in detail are discussed. In the third part, the effects of HSK on judicial independence are examined in detail. In the conclusion section, the study was summarized and criticisms and solutions to the current structure were included.
