Applicability of ombudsman system in the improvement of local government supervision

The topic of local government supervision is a field that Turkey is also trying to adjust the development and evolutions in parallel with the world. As the priority on local governments increases there is more authorization and responsibility for them. The inspection of local governments is critically important in order to use their authority efficiently. Additionaly, the sensible solution of the complaints resulted from local authority, benefits the development of local democracy. Local authorities are supervised with different methods in Turkey and around the world. Actually, the citizens in the countries where ombudsman system is applied, undertake the protection against mismanagement and supply development for the authority. What makes the ombudsman system better than the other systems is the fact that it uses its authority independently and objectively, it is easy to reach, it develops the communication between the citizen and the management, it supplies a trust among citizens to the authority and it increases the benefit and quality of the services. From the revelation of the ombudsman system that has got a long previous experience till the present, it is known that ombudsman system has been forged ahead under different names and variable applications. Because of the fact that local authorities undertake much more duty and authorization in some countries, ombudsman of local authority is worked out in order to find out efficient solutions in the inspection of local governments. The main function of local authority ombudsman is solving the problems resulted from mismanagement, protecting the rights of the citizens suffered from that mismanagement, and enhancing the local authority. Although the fact that, having a special process and origin, the ombudsman of local authority has got different applications all around the world, applying that system will supply an easiness for the solutions of local authority in Turkey. In this reseach, the help of local authority ombudsman is observed for a better and effective inspection of the local government in Turkey and serving qualified management duties.
