Relationship between local governments and local democracy in Turkey: The case of Eskişehir Metropolitan

Centralized management approaches had taken place in the world for years but now that loses its impact by the wind of freedom and liberalization. Local governments now entered a period of significant change. Tutelary power of centralized management is decreased for the sake of democratization. Because of these developments, relation between democracy and local governments gained to importance. By the nature of local government that is democratic and the basis of democracy.The first part of this three-part thesis examined in general terms the concept of democracy, modern democracy theories. The concept of democracy continues to be discussed today as the past and the research for new solutions are produced. At the second part of this study; functions and autonomy of local governments are explained and compared with other samples all around the world. Arrangements are examined these are made for developing local democracy. The concept of local democracy and local politics are discussed. At this part minimum necessary for the existence of local democracy in a unitary or federal state structure based on principles of local governments in the other countries is discussed. At the third part of thesis; two central county municipality councilor and provincial council of Eskişehir councilors 'awareness of democracy are investigated and the research results are discussed.Keywords: Freedom, Democracy, Local Governments, Local Politics and Local Democracy.
