Abstract (EN)

Throughout history, viruses have affected the world closely. Some viruses cause diseases, and diseases that have to influence are described as epidemics. People who have witnessed many epidemics have recently encountered the COVID-19 outbreak. COVID19 pandemic negatively affected human healthcare. Monitoring and situation analysis of the epidemic is a crucial issue for decision makers. This study it was aimed to monitor the exposure levels of the countries based on the COVID-19 data published by the World Health Organization (WHO). One of the multi-criteria decision-making methods that Technique for Order Preference by Similarity to Ideal Solutions (TOPSIS) used in the blurry environment. In the criteria weighting part, which is a critical part of the study, linguistic expressions were assigned using the time series evaluation, and weights were calculated using the triangle fuzzy number equivalents. As a result, the TOPSIS model was created to monitor the exposure levels of the COVID-19 outbreak based on the evaluation criteria of the countries.
