The role of minorities in identifying international policy the crimean Tatars case

Although they repeatedly deported from their homelands for centuries: the Tatars, who returned to their homelands in spite of enormous risks and threats, sought to develop their rights as a republic with autonomous status within the borders of Ukraine, which had gained independence after the collapse of the Soviet Union. However, as a result of Russia, which has never given up its claims on the Crimea, annexed the Crimea holding a plebiscite on changing its status first as an Autonomus Republic apart from Ukraine and afterwards turning it into a member state of the Russian Federation, the Crimean Tatars' struggle of existence and recognition has started over. In this study "The Issues Effective in The Determination of International Policy"; the "Multicultural Citizenship" and the related concepts that are evaluated, and the history of the Crimean Tatars and the characteristics of the national characteristics are described as crowns. In the following, Kymlicka's theory of Liberal Minorities and Habermas's situation within the framework of the Struggle for Recognition in Democratic Constituonal State were analyzed, the findings obtained from the general evaluation and the role of the Crimean Tatars in determining international politics were put forward.
