After the end of Cold War era, dynamics of international system have been started to transform, concepts of nation-state which is main actor of the system, security and war have been redefined by examining these concepts with globalization phenemenon. Changes in the structure of international system have concentrated on the Middle East region and had consequences by which Turkey has been also affected.The aim of this study is analyzing the effects of developments in international system on Turkish foreign policy. In this study, explanation of foreign policy outputs in the light of Cyprus case is aimed by examining how Turkey defines the process by its preferences which change according to its decision of revising or receding.At the first part of the study, concept of international system is analyzed and concepts and theories are discussed. At the second part, how international system is shaped in the light of developments after the September 11 and developments in the geography around Turkey are studied. At the last part, Turkish foreign policy is analyzed in historical process and how foreign policy is affected by international system is researched on the basis of Cyprus issue.
