International terrorism in light of the international criminal

The concept of crime is certainly conditioned with the existence of humanity.Hence, it is observed that the concept of crime has been evolving from a simple form to acomplex form as the inner and intellectual structure of humanity does. At this context,20th. and 21th. Centuries have been placed as the periods of humanity when the mostcomplex crime facts those have lived and have been lived. In these eras, crime eventgained an international status coming out of local and national form. Similarly, terror factpresenting very simple, understandable and local form has a very international, complexand asymmetrical structure by the 21th. Century.The terrorist event that occurred on 11th. September, 2001 in US carried the terrorfact which was on the agendas of some states to the agendas of the countries all over theWorld. What is surprising in the period before that date is the fact that terror had beenevaluated as a local phenomenon. However, after that date, it is revealed that the terror is aglobal fact. Though, there is a terror problem which all the global actors to take care, thereis no any common definition of terror and terrorist over those all the global actors agreewith. This study tries to examine the terror fact gaining an international dimension bytaking the crime and international crime as a base.The aim of violence or thread of violence that is on the conceptualization ofterrorism is the security feeling of the persons or society. The aim of internationalterrorism which had been globalized by changing global circumstances is the securityfeelings of the international society. Thus, the most powerful basis for struggle with theterrorism that is one of the main threads towards the humanity is the common humanvalues free from all the political and ideological discernments without doubt.Key Words:
