Abstract (EN)

Since the abrupt ending of the Cold War and the concomitant process that has led to the questioning of primary concepts and approaches in the International Relations discipline, one of the intensely debated subjects has focused on the question of whether environmental problems and matters of sovereignty and the use of natural resources could lead to conflicts that may overspill into the international realm. Given that, such claims that international water resources had been at the center of several international conflicts and the future may resemble the past, have led the attentions to turn onto inter-state relations over transboundary water resources including the Euphrates-Tigris. The manner as a result of which Turkish and Syrian relations over theEuphrates-Tigris has come to the forefront, in turn, set up limitations over how the dispute should be understood and defined. In other words, rarely to be investigated in its own right, the dispute has usually been regarded as a testing ground to prove a potential linkage either between the environment, water, and conflict or the environment, water, and cooperation. In many cases, that has led to the omission from the analysis of factors that have emerged from the history of riparian relations and that have also shaped the principal nature of riparian interactions. The questioning of whether relations over water in the Euphrates-Tigris basin could solely be explained with such concepts as power-security-conflict or cooperation has rarely or never been asked. Because of that, for a more accurate explanation of the Euphrates Tigris dispute; this study critically explores the ostensible linkages between water-security and conflict or cooperation, as well as the manner with which non-water factors may have influenced the riparian perceptions of themselves, of each other and the problem in question, and finally what form of a state behavior those perceptions may be transformed into during the dispute.
