Abstract (EN)
Under the dense conditions of competition of today, businesses have to use insufficient sources efficiently in production processes. In this context, it is necessary to measure whether the resources are being used effectively or not, for which, it is necessary to compare the businesses operating in the same sector and producing using similar production factors. Knowing the difference in efficiency between the other businesses in the sector where the businesses compete and survive will prevent the waste of resources from these differences. It is very important for measurement of relative efficiency to determine the use of inputs in the process of obtaining desired output levels of businesses. Data envelopment analysis is a method is used for evaluate the efficiency between producing similar outputs with using similar inputs. DEA is a method that at the end of performed analysis, enables the ineffective decision-making units how to increase or decrease the input/output levels in order to be effective and which of the decision points that can be used as references can be taken as basis, can be interpreted mathematically. In this study that we conducted, it is aimed that to increase the efficiency of the businesses by considering the performance and efficiency levels of the health businesses with data envelopment analysis. The study consists of four parts; in the first part, there are information about health services and institutions, in the second part, there are information about the concepts such as performance and efficiency evaluations, efficiency, activity. And in third part, it is explained that DEA method which works with the logic of linear programming method and its working principles. And in last part, fourth part, hospital efficiency analysis with DEA method is done for 14 cities in Eastern Anatolia region. According to the results obtained from the analyzes, it is explained in conclusion part that 9 cities' hospitals are efficient in hospitals from Eastern Anatolia region, 5 cities' hospitals are not efficient, and in detail the corrections which need to be done for to make these hospitals efficient.
