This research was conducted to design appropriate activities that are based on the Common European Framework of Reference for teaching Turkish as a foreign language. Studying the target group of foreign students learning Turkish has been shaped within the framework of international language levels and qualification definitions in the Common European Framework of Languages. The objectives set out in the Common European Framework of Reference for Languages have been assessed in the form of acquisition under the guidance of a field expert. Activities are designed according to the basic language skills described as "International Language Levels (A1-A2, B1-B2, C1-C2)" and "Reading/Understanding, Listening/Comprehension, Speaking/Verbal Expression, Writing/Writing Expression". Activities are aimed to rethinking the knowledge acquired later in the design process by considering the modern teaching concept of mind reconstruction, communication-oriented, activity-based approaches, as well as establishing meaningful links and conclusions that include the stages of self-evaluation. It has been noted that the designed activities are aimed to improve the skill of the target group in the direction of learning needs. It is envisaged that the result obtained in the study will describe in what way do the level-end learning of foreign learners of Turkish is realized. Opinions of field experts were obtained for each activity according to the items on the activity evaluation form. It is believed that traditional learning environments, activities and materials are designed and edited according to the era and important in terms of learning and teaching to capture innovation in the field of learning and teaching and making this process more meaningful.
