Abstract (EN)
In construction work biddings, at the initial phase, approximate cost calculations, in which the hidden tender price is identified, are extremely significant for the completion of the project within the appropriate budget. Approximate cost calculations prepared by relevant public institutions, excluding value added tax, is carried out through some programs as a result of calculations based on the issues determined after the first budget estimation of the relevant project before the tender for the construction works or the procurement of goods and services. Approximate cost is in a remarkably important position to focus on the arguments of public loss prevention and public interest promotion considering the fact that the approximate cost includes the costs foreseen in the relevant project and are not exact actual costs. In other words, the aim of determining the costs at the most appropriate level based on the predictions determined in the budget estimation, where it is not possible to reach a clear conclusion, as the name suggests, provides a strategic gain that pays regard to the public interest and reduces the risk of public loss. Another issue affecting the success of the bidding process in construction works is the technical specifications. In addition to the general technical specifications for construction works, different technical specifications are prepared for each project. In this direction, within the scope of this thesis, it is aimed to do research on errors and discrepancy of technical specifications with construction works while calculating the approximate cost.
