Abstract (EN)
This study aims to examine the interaction between legal regulations and the social environment on alcoholics in Turkey using qualitative methods. Semi-structured interviews were conducted with 25 alcoholics undergoing treatment at AMATEM and private rehabilitation centers in Malatya province, and the data were evaluated using content analysis. The findings revealed that legal regulations (taxes, sales restrictions, advertising bans) produced paradoxical results: Tax increases increased unregistered alcohol consumption by 68%, while fear of treatment registration kept 40% of addicts away from official institutions. Social environment factors play a decisive role in the addiction process. Parental alcoholism increases the risk of addiction by 400%, while peer pressure triggers 55% of first drinking experiences. Workplace "happy hour" rituals and cultural norms (social acceptance in the West vs. 41% hidden consumption in the East) are mechanisms that normalize addiction. Economic factors, particularly among the unemployed (34.2%), chronify addiction and create financial barriers to treatment. In conclusion, a three-pronged policy is recommended for effective action: 1) Treatment-focused legal reforms rather than stigmatizing ones, 2) Family-peer-work-centered social rehabilitation networks, 3) Economic support and accessible treatment mechanisms.
