Abstract (EN)

Turkey in New World Order: Geopolitical Axis or Geostrategical Pivot We can divide Turkish Foreign policy four areas. Turkish Foreign Policy during the Atatürk's period, during World War II, during the Cold War, after the Cold War and the Davutoğlu period. A new period started with the Justice and Development Party (JDP) government after 2002. Ahmet Davutoğlu and Abdullah Gül were the key actors of the JDP government foreign policy. The Davutoğlu doctrine was enforced in Turkish Foreign Policy until May 2016. Main aim of the Davutoğlu doctrine was to carry Turkey's role from the geopolitical axis to the geostrategical pivot. The Davutoğlu doctrine has five parameters. These are, to give independence to the community even to security speech, to have good relations with global actors, to enforce a new diplomatic dialogue, to follow rhythmic diplomacy, to follow a zero problem policy with neighbors. Davutoğlu claimed that his success in foreign policy couldbe seen in the success of his policy parameters. We researched the parameters of the Davutoğlu policy in this thesis and found the turning points of his parameters. The turning points were the "Mavi Marmara" conflict between Turkey and Israel, the "Protocols" that were initiated between Turkey and Armenia and the "Arab Spring". After these turning points Turkish Foreign Policy lost its capacity to effect global conflicts. Key words: Turkish Foreign Policy, Davutoğlu Doctrine, World Order, Geopolitics, Zero Problem Policy
