Evaluation of the concept of asayish within the framework of a new concept of public administration

The age of innovation is a period in which life transforms and changes very quickly, therefore, theeffective adaptation to these changes is expected from all sectors (private, public, and tertiary sectors) accordingly. However, since traditional public administration (GKY) could not meet the needs brought by these changes, the concept of new public administration (NPA) has emerged in time. In this sense, new public administration; calls for the downsizing of the state, the decentralization of services, and the transfer of governance and private sector's knowledge and management techniques to public. Thus, the new public administration aims to increase the efficiency of the public sector, which is usually accused of inefficiency, to meet the needs of the information society. This change has arisen over time in public administration towards the needs of the age, has also led to a change in the understanding of public security service of the General Directorate of Security, which is one of the important examples of the traditional public administration and responsible for providing internal security services. In this study, the direction of the changes in the concept of public order within the framework of the new public administration approach will be examined. Methodology is based on literature review. The purpose of this methodology is to summarize the current research findingsand to reveal the context, in which the research will be conducted, and which gaps need to be filled. As a result of the resource research, the resources were classified, and the concept of public order was evaluated within the framework of the new public understanding. Hypothesis: There is a significant relationship between the new public administration approach and the changes in the concept of public order. The limitation of the study is the resources reached during the literature review. In this context, the literature review was conducted, and the research was revealed.
