The effects of new public management to Turkish local governments: The case of Bilecik

Abstract (EN)
The municipalism reforms which is argued about, has been completed by the legislation change in 2005. In this context; Municipality Law (5393), Metropolitan Municipality Law (5216) and Special Provincial Administration (5302) are enacted.As the recent legislation is examined, one of the marked points is the new understanding of the municipalism about this legislation. In accordance with this new understanding, jurisdiction and authorizaton of munacipalities, organs? structuring and regulation, organization structure and personel systems have been modified. But, because KYTKT outlining the reforms did not become law, some expected changes about special provincial administration didn?t come true. Some services which is in the jurisdiction area of the special provincial administration are still done from the centre. Because of this, there are some disagreements about some jurisdiction areas. This causes the ineffective working of special provincial administration according to municipalities.The survey, conducted over Bilecik Municipality and Bilecik Special Provincial Administration personel, shows that the municipality personel answered to the questions related to the new municipalism understanding, more positively than the special provincial administration personel. In consequence; the municipality is more customer oriented, more result oriented, more competitive, more benefiting from the alternative ways for the service production, less considering the hierarchical relations over the organization, treating more tolerant to the personel than the special provincial administration.
