Assembly as the decision body in local governments: Trabzon Metropolitan Municipal Council case

Main subject of this study is about councils, which is municipality's decision of making body.in this research, it was aimed to examine the functions and effects of the councils on the needs of local people, democratic participation and representation. The research was limited to the example of Trabzon Metropolitan Municipality council, besides The relevant data were provided by semi-structured interview technique and interviews with some councilors were analyzed and evaluated. Municipal councils are an indispensable element of democracy and local governments. Local governments are one of the application areas of democracy. In this framework, the subject of research has been discussed on the basis of democracy and local governments. On the basis of the subsidiarity the closest service units to the public are undoubtedly municipalities. Similarly, one of the administrative units is the municipalities, which are the public can easily reach. Therefor municipalities and city councils, the decision-making body formed by representatives of the public are extremely important institutions in terms of democracy and public integration. Providing local services, developing the basic policies of the region where the people live and making decisions on behalf of the people on this basis are the basic functions of the municipal councils. As part of the decision-making body in local governments, aldermen have responsibilities such as participating in the issues on the agenda of the parliament, expressing opinions about them and voting. İn consequence, it is extremely important for local governments, as a very important part of the administration, to show logical policies in terms of the welfare of the people of the region, to be accountable and transparent, open to participation, representing the whole population and not foreseeing waste.
