Abstract (EN)
This study explores the effects of digitalization on participatory processes in local governments through a qualitative approach. The spread of digital technologies has reshaped concepts such as transparency, accessibility, and citizen participation in local governance. The purpose of this research is to reveal how digital applications transform participation at the local level and influence administrative decision-making processes. The research was designed qualitatively, employing document analysis and semi-structured interviews as data collection methods. Interviews were conducted with employees working in different departments of Battalgazi Municipality in Malatya. The collected data were analyzed using thematic analysis with the help of MAXQDA 2020 software. The findings indicate that digitalization enhances the efficiency of municipal services, facilitates communication with citizens, and strengthens participatory governance. However, challenges such as insufficient technical infrastructure, limited personnel capacity, and varying levels of digital literacy have been identified as key barriers to sustainable digital participation. In conclusion, while digitalization holds significant potential for reinforcing participatory culture within local administrations, achieving lasting digital participation requires strengthening institutional capacity, improving human resource competencies, and enhancing citizen awareness.
