Abstract (EN)

Sugar has been an important commodity since colonial times and integral in the development of capitalism, and sugar beet production remains an important sector in rural development of contemporary Turkey?a country with a large farming population. Yet, the livelihood of sugar beet producers is potentially undermined by Turkey?s agreements with the International Monetary Fund (IMF) and other international organizations (IOs) and its passage of the Sugar Law in 2001, all of which are suggested to have negative consequences according to Food Regime perspective. To understand the reasons behind these developments and the consequences at the national and local levels, this multi-method research project analyzes the historical background of the Sugar Law and related legislation; it employs descriptive, correlation, and regression analyses to examine the change in beet production at the national level between 1992 and 2008; and, it draws on 25 in-depth interviews of sugar beet producers in the Afyon/Sandıklı region of Turkey. The sum total of the historical, quantitative, and qualitative evidence suggests that the state and International Organizations are main regulatory mechanisms for the shift from a Fordist to a post-Fordist accumulation regime. Meanwhile the socioeconomic conditions of farmers worsen due to the retreat in state support. It concludes with theoretical implications, including for Regulation theory, as well as the future of agriculture in Turkey.
