Montenegro-Turkey relations from the break up of Yugoslavia to the present

Turkish foreign policy towards Montenegro from the disintegration of Yugoslavia until these days as the main topic of this study, is analysed under the lens of constructivist approach. Internal and external developments that have affected Turkish foreign policy are examinated within the mentioned time frame. These internal and external developments are used as a framework in order to explain the period of progress and stagnation in Turkish-Yugoslav relations. Furthermore it is inspected how did Turkey succeed to find a right way in the bloody ethnic labyrinth colored with 'Turkish/Muslim' enmity which was formed during the disintegration of Yugoslavia and established diplomatic relations with the states that gained their independence. Turkish adventure of establishing diplomatic relations with post-Yugoslav states is exemplifed by gradually build up relations between Turkey and Montenegro. The first chapter of this study analyses the link between Ottoman 'Millet Sistem' and extream nationalism that emerged during the dissintegration of Yugoslavia. The main aim of the above-mentioned chapter is to illustrate the process of development of the 'Turkish/Muslim' enmity, ethnic consciousness and extreme nationalism in the Balkan geography. The second chapter examinates the post-cold war break up of Yugoslavia from the perspective of ethnic wars arising from interaction of nationalist movements and 'Turkish/Muslim' enmity which become one of the most important issue during this period. The third chapter of this study is focused on the Turkish foreign policy and attitude towards disintegrating Yugoslavia, region of shared history and culture and describes it as 'diplomaric virtuosity' or 'recovery of the sick man of Europe'. Therefore in the fourth chapter, the fact that in the Post-Cold war era increasing imprtance of 'soft power' took a place of pure 'diplomatic virtuosity' is illustrated by the example of Turkiye's close relations with Montenegro in a period between 2006-2019.
