Financing of higher education; A modal proposal to increase the efficiency of education costs of higher education in Turkey

In this study, financial resources of supply-sided universities of higher education and demand-sided higher education students have been examined; and information about worldwide-used private resources; information about the financial method called "income-contingent loan" and its applications have been mentioned. In order to solve the financial problems of higher education in Turkey, a kind of "loan program" has been tried to be proposed for students in terms of making them to provide their costs of education and living themselves. For this reason, the thesis consists of four parts. In the first part, overall functioning and structure of higher education service; higher education institutions; organisations and institutions that contribute to the change and development of the higher education globally have been taken into consideration. The first part also includes basic and theoretical information about the place and importance of the higher education in public economy in terms of its quality. In the second part, financing methods in higher education systems and higher education system and financing in Turkey have been discussed. In the third part, up-to-date information has been given about the loan methods used in private financing resources and about various application samples in different countries who use these methods. In the fourth and last part, in order to use the efficient resources in Turkish higher education financing, an "loan program" based on "income-contingent loan" method for students at state universities in terms of making them to provide their costs of education and living themselves has been proposed.
