This thesis analyzes the politics of gender in Saudi Arabia with a special attention to current reform agenda under King Salman's and Crown Prince Mohammed bin Salman's rule. It problematizes the controversies within the current reform agenda regarding the actual status of women's rights and the state's declared steps. The thesis adopts neopatrimonialism as a conceptual framework and investigates both historical and contemporary gender politics of Saudi Arabia in order to discuss the scope of reforms and the possibility of their success. The thesis aims to show that regime type of the state effects the scope and achievements of women's rights and empowerment. In this vein, it classifies Saudi Arabia as a neopatrimonial regime and argues that engagement of the state with traditions and modernization shaped its attitudes and policies vis-à-vis women's issues. In order to tackle how neopatrimonialism shapes gender politics in Saudi Arabia, this study offers an in-depth discussion of the impact of state formation, rentier economy, process of modernization, globalization, geopolitics of global war on terrorism after 9/11, and the current social and political reforms on gender under King Salman's rule. It proposes that Saudi Arabia subordinates women's rights and empowerment into sustaining and securing the neopatrimonial authority of the state. This thesis also asks, 'where are women?' in these processes and proposes that women's agency also influences the reform discourse and policies. Yet, Saudi Arabia despite its current emphasis on gender reform securitizes women's activism and uses coercive apparatus of the state in order to oppress and silence women's voices so as to sustain its personal and familial authority.
Gender mainstreaming in international security organizations: The case of NATO
This thesis examines the adoption of UNSCR 1325 and implementation of the Women, Peace and Security (WPS) agenda by NATO. Within the framework of Feminist Security Studies, it discusses how NATO's integration of a gender-sensitive perspective reflects on the organization's structures and operations and whether the process has led to a transformation of its masculine culture and institutions. Through an extensive overview of NATO reports, news and discussions in the literature about the integration of gender perspective in NATO, the thesis examines both military and civilian /political structure of NATO and finds out that NATO has taken several institutional steps for inclusion of UNSCR 1325 and Women, Peace and Security agenda into its structures. However, it also argues that without a meaningful interpretation of what a gender perspective truly is, the efforts of NATO to implement the UNSCR 1325 and the WPS agenda will stay unfinished. As a conclusion, the thesis asserts the necessity of diminishing the masculine culture in militaries, abstaining from essentialist approaches, increasing efforts to push the WPS agenda commitments of NATO member states as well as increasing the political will and awareness, decreasing the glass ceiling syndrome, and usage of more reliable and standardized tools in order to integrate gender perspectives into military and civilian /political structures of NATO. Keywords: International Security, Gender, NATO, UNSCR 1325
Cities, forced migration, and multi-level governance: Assessing berlin's policy towards unaccompanied minors
This thesis aims to investigate the relationship between cities and forced migration and explores the increasing role of cities in the Multi-Level Governance of migration. It focuses on the intersection of the local turn in migration and vulnerable refugee groups, mainly unaccompanied minors. Focusing on Berlin through process tracing and single case method, the thesis assesses Berlin's policy toward the unaccompanied minors on the Greek islands in a time frame of the European Refugee Crisis in 2015 until March 2022. It discusses the multilevel nature of local policymaking in migration and its multifaceted drivers as it demonstrates Berlin's interaction with actors at the vertical and horizontal levels and the defining (institutional and structural) and transformative (local discourses and actors) drivers that feature in Berlin's migration policymaking. While this study proves that there is a local turn in migration and cities are no longer solely responsible for the implementation of policies, since they formulate them, particularly for unaccompanied minors, it also reveals that cities are still constrained by the institutional factors that shape their capabilities and limitations against national and supranational actors.

Small states' foreign policy behavior: An analysis of the foreign policies of Kuwait and Oman in the Yemeni and Gulfcrises
This dissertation examines the foreign policy strategies of Kuwait and Oman during the 2015 Yemen and 2017 Gulf crises, showing how they diverged from Neorealism's expectation that small states, constrained by limited resources, align with great powers and remain passive. Instead, both developed more autonomous and active strategies despite Saudi-led systemic pressures. In this context, the study particularly shows that both countries used mediation not merely as a diplomatic tradition but as a strategic tool to balance systemic pressures and reinforce their autonomy. The study adopts the theoretical framework of neoclassical realism and focuses on the variables of leader images and strategic culture. The research was conducted using a qualitative case study method, and the data obtained from semi-structured elite interviews, official documents, and secondary sources were evaluated through qualitative thematic analysis. As a result, the dissertation demonstrates how leader images and strategic culture elements of both countries factor in foreign policy behaviour and tools during the two crises and examines the role of these two intervening variables in shaping their foreign policy orientations. The study makes two contributions to the literature: First, it demonstrates the analytical strength of neoclassical realism in explaining the foreign policy of small states. Second, it provides significant findings on why and how mediation is pursued and what role it plays as a strategic foreign policy tool for small Gulf states during times of crisis.
Women's ngos in Turkey and Syrian refugee women: An analysis of evolving attitudes and policies since 2011
The primary purpose of this thesis is to understand how the women's non-governmental organizations (NGOs) in Turkey have been responding the Syrian migration since 2011 and explore their attitudes and policies towards Syrian refugee women that are placed under the temporary protection regime in Turkey due to the Syrian civil war and will be referred as refugees in the thesis. Through a qualitative methodology based on in-depth semi-structured interviews with some of the selected women NGOs and broad review of websites of the women NGOs, this thesis will analyze the evolving responses, attitudes and policies, projects and works of women NGOs. The study will assess whether it is possible to talk of solidarity ties between women's NGOs and Syrian refugee women while portraying their general views of Syrian migration. The thesis will analyze women's NGOs' perspective and response through periodization and in terms of their awareness, capacity and contextual factors of state-civil society relations and rising anti-immigrant, anti-gender and racist attitudes in Turkey in the last few years. The thesis aims to go beyond the existing studies and shed light on dual vulnerabilities of Syrian refugee women, shaped by intersecting factors of gender and migration, and the systemic barriers that hinder their access to essential services and rights. The NGOs' efforts to address these challenges highlight themes of empowerment, solidarity, and advocacy, often constrained by limited resources and socio-political context of Turkey.
